Should I add the sugar in while my tea is in the steeper? Or should I stir it in after my tea is done steeping?

I usually add it before a pour the hot water into the cup, and I just pour the water over. You can do either way but adding them sooner rather than later is better. It resolves faster when the water is hot.

Is 12.3 oz the amount of the rock sugar, or does it include the glass jar? if the jar, how much is the amount of the sugar?

Whatever oz is listed on the container does not include packaging weight eg the jar. &nbsp;Just weight of contents.
